Nigel Mould introduced himself as the Manager of the Street Scene Enforcement Team. He stated that Street Scene were part of the new Crime and Anti Social Behaviour Division service, a service which also includes Housing Enforcement and the community Police support Officers. He noted that his tem were not uniformed branch and he had 16 plain clothed officers.

SKIPS
Overflowing skips on the highway are also dealt with under this department. Nigel noted that companies are given half an hour to remove the skips from the time it has been reported. If they do not remove they will receive an automatic fine for not responding.

UNLICENCED STREET TRADING
This includes those illegally selling DVD’S on the street and the buying and selling of motor vehicles, Nigel noted that the Mayor Robin Wales had launched the Hot Spots signs campaign and since then 28 cars had been lifted from hot spots.

BOROUGH WIDE EVENTS READING AND WRITING FESTIVAL
- School in the area would welcome this providing that there were guidelines and that they were involved in the planning of the events.
- Advertising and publicity needs to be out in good time for the events.
- Reading event – This must have a diversity of languages so that all communities can participate.
- East Ham Library could be linked in to this project.
LOCAL OPTIONS
DANCE AND MUSIC FESTIVAL
This could be used as vessel to promote Community Forums, not restricted to one particular culture. It was noted that the elderly members of the community also needed to be involved as the events need to incorporate all varieties of people and cultures.This could be used as an opportunity to link existing services with each other.
EAST HAM STATION – ANTI-SOCIAL BEHAVIOUR – JUNE 2005
A meeting was held with Transport for London and Newham’s Division. TFL agreed to produce and display leaflets/posters at East Ham Station to raise awareness of ticket touts. It was suggested that ticket holders could receive this leaflet when purchasing their ticket. It was agreed to display the posters on High Street North, local shop windows and produced in the Newham Magazine. In order to tackle ticket tout problems, it was suggested that cinema style bins should be provided for tickets.
YOUTH EVENT – JUNE 2005
East Ham and Beckton Community Forum will be having a joint Youth event which will coincide with Road Show at Beckton Park on 21st August 2005.
POLICE REPORT – JUNE 2005
It was noted that Lloyd’s bank lobby area has been closed due to fear of using the cash machine outside opening hours. Police informed the meeting, statistics shows that snatchings of mobile phones and handbags have been decreased.
COMMUNITY FORUM - JUNE 2005
Councillor Desai informed the meeting that there are plans to create a new bill, including a fine of to £500, for those do not keep their front gardens clear of rubbish.
NEIGHBOURHOOD ACTION PLAN - JUNE 2005
Discussion about sub-groups commenced. It was noted that with only 3 to 4 people attending each meeting, they are not proving to be very productive. At a recent meeting of the six sub-group Chair’s and the Chair of East Ham Community forum, Councillor Unmesh Desai, held on 16th June and it was agreed six sub groups will be merged into one. This newly formed sub-group will look at all outlined on the East Ham Neighbourhood Action Plan.
